Most likely wanda. Which thinking about it now with selene regulating feeding of krakoa, Mutant Heaven created by wanda, and the Astral Hangout created by Legion,it would make a bit of sense to create a shadow hidden council like Arrako with Selene/Scarlet/Legion holding the seats.

As I understand, Magneto retired because the Moira plan went belly up, and he didn't feel he had the will and conviction to keep leading mutants how he would want.
I could see him choosing Brand, they've had a working relationship and he respects her pragmatism. Or I could see him choosing Hope actually. If he's done leading, he might want the next generation to have their say. He seems to be removing himself from Krakoa society as a whole.

I mean, he was also the leader of the Brotherhood, the Resistance and the Acolytes, he also has a lot of respect for Peepers, Skids, Phantazia, Chrome and Frenzy among others.
