So, was he thrown in the hole for the Second offense time? or the First?

Looks like the second time did the trick.

So it looks that while he didn't lie, he did leave out certain details.

    That makes sense.

Because it just didn't sit right with me for them to throw this boy in the Hole for practicing his powers.

So, if somebody uses their powers and it hits Krakoa, Krakoa eats a a big hunk of people's lifeforce (at least enough to make a lot of random people unconscious.)

Given how badly the X-men used to trash the danger room and even the mansion and it's grounds, this strikes me as potentially a big problem.

I can't think of any other super team that would be willing to set up in a base that would eat them if they damaged the walls.

On top of that, it seems to be going against the previous mentality they'd shown. They had a big debate over letting Empath use his abilities even though he was a sadistic manipulator, because not letting him use his powers would deny his mutantness or something. I guess this doesn't hold true for energy wielders. Guys who shoot fireballs can't shootfireballs or the island they live on will drain their life.

Rictor in particular would cause all sorts of trouble.

im thinking KraKoa has certain designated places that mutants can practice their skills with no problem...or there is an agreed upon time for a 'Danger Room' sesh that a mutant must go through cypher to set up

If anyone read Maruders and saw what Cassandra was doing to Krakoa its clear that the land does have fleshy bits so blowing it up is a problem

There's a time and place to use your powers. For Melter, he could have easily trained somewhere safer. At any rate, Xavier was more displeased with him trying to spy on the government.

They are using her on a team. Its not dis similar to what happen with Hellions. They thought she was under control but clearly not but now they need her.
