One could say somewhere between an oligarchy ("a form of power structure in which power rests with a small number of people) and intentional community depending on which level one looks at.
The council was decided by the two "Founders" who selected it's members based on internal conflict potential, appeasement for particular services, economic connections and simply personal connections/nepotism. A position can only be filled if a member dies or steps down, at which point the other members still present take a vote.
There is no influence from or accountability towards the general population, or even nobility/elite, unless a member personaly desires it.
In addition to that there is a 13th member who is supposed to be one among equals in votes, but can actualy veto EVERYTHING with absolute say, because it's the physical foundation of the entire nation and it's technology.
So oligarchy seems pretty appropiate.
Below them are the "Captains", who are basicly self governing generals of ad-hoc militia forces to be assembled as the need arises.
And then every other position seems to be filled by who ever is asked or well suited for the job, or who just happens to take it because it needs to be or can be filled.
It doesn't seem like the writers have created it with much cohesion or functionality in mind, which makes it difficult to tell how well such a system would ever work under "realistic" (as much as one can talk of it in a super hero universe) circumstances.

I don't know about you but to me the best part was Cyclops confronting Dr. Stasis.
Really strong issue. I think Laura is playing coy, especially since we know she was actively trying to get caught. Art was amazing as always. My favorite part was with Synch and Cyke in the sewers. Add Sync to the Wolverine family please.
