From Arrowverse: Sara Lance, Thea Queen (though it would be redudant since Emiko Queen was created and based on her as Oliver's half-sister), Ava Sharpe, and Beebo.
Maybe Kel-El / Superman-X from the LOSH animated series too.
Chase Meridian already exists in the comics. She was involved in the recent Arkham Tower storyline.
The real Red X already exists in the comics - Brick wasn't the only one in Teen Titans Academy.
Thea would NOT be redundant to Emiko. You see, the Arrow show actually adapted Emiko later on, as the third Green Arrow (Diggle was the second, and Mia Queen from the same season was the fourth). Arrowverse Oliver had TWO half-sisters. Thea was in fact based on Mia Dearden, Speedy. Mia's the one who'd make Thea redundant, but she's been mostly inactive since Flashpoint.
I agree about Sara Lance, the question is how to explain Dinah not mentioning her before.
I would've said Dreamer from Supergirl, but she's debuting in Superman: Son of Kal-El in July.

And here I was trying so hard to avoid any characters that already debuted in the comics.
Gearhead in the comics was a creep. A kidnapper whom Batman thought he accidentally killed when he fell into a frozen lake. He lost all of his limbs and got them replaced by robotic prosthetics and came back in a souped up tank controlled by said prosthetics to kill Batman. Very different from 'The Batman' version but I enjoy both versions of the character.
Juice was a rip off of Back Vulcan. So he is a rip off of a rip off.
I would love to see Soul Power worked into the DCU one day. Black Vulcan's powers are so different from regular Black Lightning he could conceivably stand on his own as a hero.
Control Freak completely slipped my mind I wanted to include him in my list. He was one of the most entertaining villains on TT.
Sarasim was actually based on Sarah Sim, Cyborg's love interest from the comics. I believe one of the tie in comics confirmed that the version we saw on the show was an ancestor of modern day Sarah.

Now that the Arrowverse is winding down, I think the comics should bring in Sara Lane as Black Canary's time-hopping half-sister from an alternate Earth and replace Rip Hunter, who has always been dull as dirt, despite Dan Jurgens many, many attempts to make us care about him.
I know that some Plasmus, Cinderblock, and Overload all have different measures of canonicity based on their Teen Titans appearances, but the fusion of the three, Ternion, would be nice to see.
None. There are already too many comics-original characters at DC languishing in limbo without importing watered-down versions of other-media-original characters who would almost immediately join them in limbo as soon as they appeared. Besides, I don't believe for a second that anybody at DC wants any of these other-media characters in the comics, not even the Arrowverse characters like Sara Lance.
Endzone Virus makes Cyborg evil instead of crazy. With a name like Endzone, you'd expect him to turn Vic evil! Also, give Endzone a PERSONALITY. Make him more expressionate. He sounded like he was bored the whole time. Corey Burton's Brainiac emotes more than him!!
