The Mandarin creates a bunch of illusions of Spider-Man. While Norman goes berzerk trying to hit them all, Mandarin just strolls over and karate-chops Norman to death.

The goblin gimmicks add like 0.03% firepower to a dude running around in a somewhat-worse-for-being-Normaned Stark suit.

In any case, I'd favor Mandarin for reasons given - he's enough to make Tony work for it, hard, one on one. Norman is not Tony.
