Loid Forger vs Lupin the Third

Word has gone out that infamous thief Lupin the third is out to steal a valuable from the nation of Westalis. As Lupin is a known master of Disguise, Westalis has sent it's top spy, codenamed Twilight, to personally guard the package.

Can Lupin find Twilight and steal the package? Can twilight suss out a disguised Lupin?

Kind of depends which era Lupin to some degree.

Overall, I feel the correct answer is that Loid catches Lupin in the act, some third party with actual wicked intentions causes them to team up and then, after defeating them together, Lupin makes off with the treasure and Loid let's him go as Zenigata chases him off into the sunset.
