Ironically the more villainous Moira is, the more her accent returns.

It would be kind of hilarious if Emma slipped into her native accent once .

We don't know WHAT she is yet, so its a bit too soon to be making definitive statements about what she is or couldn't be, instead of just speculative ones. She could be a mutant, either from Arakko or Krakoa, just previously unknown, she could be some kind of entity from the Astral Plane or a deity in disguise, or she could be one of Legion's previously unknown personalities who got loose somehow (even he doesn't know about all of them).
