Is this an exceptionally weak version of Spectre?

No, and it is basically impossible that Saitama has jumped that many tiers.

Even a weak Spectre can still unmake OPM.

Stomp. One has to recall the best Spectre resistance of kinetic attack (not in the Ostrander books, I grant you). That was when Supes was chasing Kara's unconscious body at FTL speeds that would wreck the heavens. Spectre teleported (so it seemed) in front of him and Supes bounced off. Now the amount of energy would be enormous in that collision. Side issue - Supes - why not a splatter? He's tough or Spectre manipulated the impact. Supes in that incident punch Spec, who didn't move or notice any discernible damage.

OPM probably doesn't have the resistance of someone who can keep universes apart.

This was Pre-Crisis so not the same version of the Spectre, surely?

For the most part; most Spectres of the main continuity are roughly comparable.

That's true. For example, Spectre duking it out with Parallax was post crisis and at the same cosmic level. Day of Vengeance Spectre was no slouch.

Eh. Their high end points are comparable, but Spectre's power levels fluctuate plenty within most continuities as an actual plot point based on how much god juice he's mainlining. So a statement like this doesn't totally work.

Which is why I asked if this was an exceptionally weak Spectre. And even then I've never heard of one that would lose to Saitama.

The Ostrander Spectre run was Post-Crisis.

That being said, I believe The Spectre is basically the same character across all the Crises. The Ostrander run had him recalling the events of the first Crisis.

He was nerfed at the beginning of the Ostrander run but I can't really remember if he got back to his full power before it ended.
