It has to do with what they DO with these characters. Which in PG's case is nothing. Cyclone, who even DC fans consider very minor gets a movie role, as does Atom Smasher, Stargirl, and every other JSAer bar the really obscure ones who will still likely get use before WB even considers remembering PG. Which means they don't care what the fan potential of these characters are.

Really tough call between Flash and Dr Fate.

I like Dr Fate's Powers/Origins more but Jay is such an awesome hero.

    Giving the edge to Jay.

They remember and know PG. it’s just that Supergirl takes priority with her, because they occupy the same spaces.

But they don't. Not at all. Nor do they seem to have any problems with dozens of Supermen, Flashes, Batman types, GLs......

PG was created for two reasons, the first to give the JSA some youth. The second because SG at the time was bland and dull, and they wanted the opposite. It's true they've stolen, er borrowed, elements of PG's character at times to spice up SG, but they are still NOT the same. It's more akin to PG being Superman and SG being...Superboy. One's older and more experienced, presumably wiser, and the other is the younger sort. Doesn't mean they may not both be a bit look before they leap, but there are distinct differences. As for them being the "same" person, they aren't, any more than Val Zod is Kal-El.

And there were pitches to give PG her own distinct among the entire DCU role, but they ditched those.

Even DC and WB ought to be able to see that.

But at the heart of it all, both Supergirl and Power Girl are "Kara Zor-El" (though Power Girl originally had the Golden Age spelling of "Kara Zor-L"), and the Supergirl version is more remembered / trademarkable.
Besides, may be problems trying to sell little girl Power Girl Halloween costumes with a boob window.

They've put the "S" on PG plenty of times if that's the problem.

Well, we'll give the Geoff Johns new series a few more issues to see if that changes things, but at this point it looks like Kent Nelson may be the likely winner.
