Absolutely. This is the guy who was fast enough and could hit hard enough that even the Silver Age Superman could be hurt by it if memory serves. Heck, you give give Thanos the Infinity Gauntlet and Val would still win if he could get in a hit.

As a follow-up, Inertron was something that (again) Superboy struggled - very seriously - to break, and supposedly couldn't get through if it was a foot thick. Val, using 'Thanarian Muscle Flexing', broke free of restraints made of Inertron.
