For it to be on the CW and actually look good you almost have to go with a non powered or powers that don't take a lot of effects to pull off. CW is cheap. Just look at how many times characters with flashy powers actually used them in something like Legends. So you need more a street level fighter type. The best bet would be characters like the Question, Huntress, Manhunter, any one with that type of power set and skills. I do like the Deadman idea though.

I would think Batman and Robin would be the most obvious, but if not them then I’d love to give Air Wave some exposure.

I went with my faves, the Wonder Twins.

Their appearance on Smallville was (in my opinion) well done, and shows that their powers can be utilized on the small screen.

Given that in their appearances in comic and animation (as well as the Smallville episode) they were almost always interns, trainees, or newbies, it would be a good way to have a revolving door of super hero guest stars, training the twins in the crime fighting career.

^^^I'd enjoy The Human Target getting a show. He appeared a couple of times on ARROW, was pretty cool, and used the actual realistic mask gimmick from the comics. The show would have opportunities for great reveals/plot twists when the masks come off ala the old MISSION IMPOSSIBLE series.
You do know he's had two TV shows before, both of which I liked and neither of which lasted. I'd be in for a third.

A)The Question lends himself to the grounded hero niche and you could bring in Renee Montoya as his sucessor.

    B) Kid Eternity fits the 20 something hero dealing with the supernatural niche the CW is fond of.

    C) Sharif is an obscure character I want to give the Jace Fox treatment. He's a refugee from Qurac whose inspired by Superman to be a hero. He's a blank slate with a simplistic yet cheap power set.

As much as I love the Bat Family I'd avoid anyone who is connected to the Trinity because of the constant "When are they showing up?" and due to budget of the CW no one with special effects heavy powers so I'd go with Animal Man.

If HBOMAX or something with a Budget, I'd do a Warlord series set in Skartaris.

Justice League Dark is possible. With a caveat; Jason Todd is a new recruit, advised by Diana to join.

That way, you get two big members but with easy to do abilities. Hardest part with Diana would be an appropriate outfit. For Jason, he gets All-Caste training. Zatana and Constantine are in, obviously. And easily room for more, just not sure who. But powers would be doable, you get hints to the wide DC world, which would be optionable down the line. Demons would need masks/make up, but hardly the worst thing CW has had to deal with.

A good replacement for Legends of Tomarrow.

I’d like to see if they could use Mister A, with the absolutely needed cameo of Mister E, of course.
