Butcher was able to beam struggle with a Homelander who was gritting his teeth with how hard he was trying. I dunno if I can draw a line from that to the child's eye lasers obliterating Stormfront, but Homelander nervously trying to shoot Stormfront without hurting her still seemed to be doing her enough harm to give her a buzz, so I'm pretty sure between that and the fact that Butcher was able to go a round or two with Homelander at all and look pretty good even if he couldn't win without help, puts him well out of her range. He can eye laser her pretty well instantly, and probably beat her up in hand to hand.
