    I think the base line up of non Batman books that DC should be able to keep up going permanently are the following (I counting BoP and RHatO as Batbooks):

    Team Books
    - Justice League (most of the Big 6, with 2-3 other established Heroes)
    - Justice League Dark
    - Justice Society
    - Suicide Squad
    - Titans (based around Fab 5 and NTT characters)
    - Young Justice (based around the YJ4)
    - Teen Titans/Super Sons (Damian, Jon, Emiko and other younger charcters)

    Solo Books
    - Superman (staring Clark)
    - Action Comics (also staring Clark)
    - Wonder Woman
    - Green Lantern (probably staring Hal)
    - Flash
    - Aquaman
    - Green Arrow
    - Deathstroke
    - Harley Quinn


    If those are covered I think for the rest of the line up you just have to go for the most interesting pitches.

    I'd revitalize the line by revitalizing the DC Multiverse. Monthlies, minis, one-shots, and OGNs would be set on various Earths.

    Earth-Zero: "Ultimate DC" or "DC2." This would be a full reboot Earth or an Earth where the focus is on the descendants of old heroes and others who have taken up mantles or begun their own legacies.

    Titles: Superman, Batman, Wonder Woman, Green Lantern (potential for a brand new character or even approach to GL here), Flash (same as GL), Aquaman, other titles for new characters as necessary. No teams here for at least one year.

    Earth-One: the classic DCU of the Silver, Bronze, and post-COIE era with continuity adjustments as necessary.

    Titles: Action Comics, Superman Family (or Super Family), Detective Comics, Batman Family (or Gotham Knights), Sensation Comics starring Wonder Woman, Wally West: Flash, Hal Jordan and The Green Lantern Corps, JLA, Titans, The Flash of Multiple Earths (starring Barry Allen and various multiverse characters)

    Earth-Two: JSA, alternating between GA and modern day stories and characters, and World's Finest, set in the GA.

    Earth-Three: CSA, featuring the Crime Syndicate of America and The Adventures of Alexander Luthor.

    Earth-Four: Blue and Gold, starring Blue Beetle and Booster Gold as they find adventure in both time and the Multiverse, Peacemaker, a dark comedy and action book, and The Question, the darkest and most serious book set on Earth-Four.

    Earth-Five: Shazam, now renamed to his original name, Captain Thunder, headlines Captain Thunder Comics; also featuring the Thunder Family. NOTE: The Marvel Family of the New 52 and the movie would not exist here, just Freddie and Mary.

    Earth-Six: Swamp Thing, Hellblazer, a superhero-less Spectre book, The Sandman, Doom Patrol, a new Kid Eternity book.

    Earth-Seven: Superhero-less versions of Adam Strange, Hawkworld, Challengers of The Unknown (a blend of FF and Star Trek), Metal Men, and OMAC.

    Earth-Ten: Freedom Fighters; possible minis for The Ray and Miss America.

    Because all of DC's team books ended in the run up to Dark Crisis - they'll probably all relaunch in December or January. They do currently have two, but they're both minis - the Dark Crisis tie-in Young Justice, and the belated Multiversity book Teen Justice.

    Incidentally, most of Marvel's team books are in the X-Men line. The Avengers side of things is underserved, and there's no active teen team book in print right now either.

    I doubt it will happen, unlike Marvel where this method could work. (Look at Daredevil. MK, Punisher, Thor and Hulk run, even though many of them are consider strong seller despite not a spidey or X-books).

    Superman-Starring Clark. More grounded and Metropolis based
    Action Comics- Starring Clark. More fantastical with space adventures and Clarks' more "out-there" villains.
    Adventures of Superman- starring Jon
    Supergirl- Starring Kara

    Wonder Woman- Starring Diana and Cassie Sandsmark (As Wonder Girl)
    Sensation Comics- Starring Nubia and the rest of the Amazons.
