I was thinking ORCHIS if they wanted amalgamate the various terrorist groups from AIM, HYDRA and the bad actors form SWORD (from WandaVision), SHIELD (Winter Soldier), Wakandans who wanted to overthrow T'Challa, and DAMAGE CONTROL (from Ms Marvel).

I can imagine the terrorists teaming up with the extra villainous members of the governmental organizations to form a ....
