Kite-Man, from the Harley Quinn cartoon, seems like a cool down-to-earth guy, despite being, yanno, a professional criminal.
Anya JenkinsLameAssMadeUpName, from Buffy, was definitely a favorite, as well, back in the day. Funny, snarky, hot, and never, ever, for one second not unapologetically evil. But the 'nicest' villain on Buffy had to be Mayor Wilkins. "There's more than one way to skin a cat! And I happen to know that's factually true."
