Spectre isn't immune to cosmics. Both the Anti-Monitor and Parallax managed to knock him back a bit and a Guardian suggested they could match him. On the other hand, he keeps dimensions apart, sneers at DC Olympians and burns Darkseid to a skeleton (who survives because of some plot mumbo jumbo). Later, Darkseid 'kills' him.
I agree that a composite takes Phoenix.
The Phoenix is my favorite cosmic being, but I agree that she doesn't stand a chance here.
I'm gonna go with the one whose powerlist is "does whatever random bit of reality warping fits a cool visual this time" and "can pull off the no shirt green cloak look" here.
Does top level Spectre trump White Crown Phoenix?
She's supposedly universal and was rewriting timelines and stuff without much effort.
That's pretty high end.
Spectre is the actual embodiment of the wrath of God. Yes, that God. He has extensive reality warping feats, and some time travel feats, including all the way back to the Big Bang.
Is he universal? Well, there is literally no limit to his size-changing ability. Here he appears so large that his eyes are 23 light years apart:

Is he multiversal? In issues #46 and #83 of Justice League of America, he physically holds Earth-1 and Earth-2 apart to prevent them from merging. (He performs the same feat with the DC universe and the 616 universe in JLA/Avengers, but we don't count crossover feats.)
While I know crossovers don't tend to count, I am reminded that in DC vs Marvel, Specter was chosen to hang with the Living Tribunal as the representatives of DC and Marvels highest cosmic enforcers. That's a pretty ludicrous weight class.
