I think "Cargill" is just Rem-Ram. The next panel is him up close. It did strike me as odd since as you said, Rem-Ram wasn't even part of the Acolytes around that time.
The big bulky dude looks like Delgado, who was dead long before Avalon. I guess it could be a Kleinstock or a bald Javitz, but that's a stretch.
