Sate Pestage was basically Snoke before the concept, a proxy Emperor who may or may not be a clone. The character originates from the ESB script but I don't think he's ever made a live-action appearance although certainly his likeness is based on the Imperial advisors from ROTJ.

He's still canon, just not his post-ROTJ stuff. Most of the stuff he did in the old EU was also overridden by Mass Ammeda anyway.

Funny thing is, Darth Talon appears in some very, very early TFA concept art, although with her appearing in an earlier era and being the apprentice of Darth Maul (Who probably wouldn't die again in REBELS).
