True enough. A lot of them were just in it for personal ambition and/or an excuse to vent their sadism, which would in some ways make them even worse compared to the so-called "true believers." Sinister being in that category would definitely make him much eviler than would be palatable for a lot of people. Then we have some versions of the Red Skull, Marvel's chief Nazi supervillain, that renounced Nazism, not because they thought it was evil, but because they thought the Nazis were thinking too small, so disconnecting a villain from the Nazis doesn't necessarily make them more sympathetic or acceptable. That much is indeed true.
