It doesn't matter how spells work because spells don't exist. They work however the writers say they do. If PC Superman can block them by spinning, then he can block them by spinning. It's comic book physics. In this case, one thing that doesn't exist can block another thing that doesn't exist. He did things like that A LOT. So, it is consistent high-end for him.

I agree that with or without superspeed, if Clark can see Wanda at the beginning, she is dead long before she can utter "What eyes?" PC Supes' heat vision restarted stars. And they're what, 100 feet from each other? She's not dodging his gaze and hasn't shown the power to block what he fires from them.

You'd have to remove a lot more powers from Superman before Wanda becomes an actual threat. As was mentioned, MCU Wanda has never gone up against anyone who can dish out or withstand the damage that Clark can. His freeze breath once froze a star.

Also, don't know if this should count, but in at least one writer's mind, a powerless Clark could do this:

I've yet to see any of the post-Endgame Marvel content besides Far From Home and the first episode of Ms. Marvel, but I'm given to understand that Wanda's a pretty high end reality warper (as in, "possibly a hard counter to the likes of a multiversal reality warping consciousness like Jobu Topaki from Everything, Everywhere, All At Once") in Multiverse of Madness, so if she gets the opportunity to actually land a hit she might be able to just turn off his powers with a thought, or instantly turn his blood into kryptonite (which is extremely common knowledge for PC Superman), or porridge, or kryptonite porridge without any sort of beams to bounce away.

If she has feats for absorbing energy that can restart a star (or the equivalent), sure. Does she?

For me, this is one of those situations where, sure, if one character just sits there and allows the other character to attack them, it's going to stick, not bounce. Wanda CAN put the hurt on PC Clark...if he does nothing.

    Problem: he's not doing nothing.
    Why are we here?

No she tops out at a captain marvel who isn't on the level of the main MCU captain marvel.

It's tough comparing MCU versions to comic book versions. Scarlet Witch Wanda only has a movie and one episode of a TV show. Pre-Crisis Superman has 46 years of adventures that were created during a time when excess was the name of the game!

Magical beings that can take Supes are on the level of the Spectre. He took Supes bouncing off him at awesome FTL, teleported in front of a speeding Supes who was trying to get around him and took a punch - all without a trace of effort. Spectre also caught up to Supes when he was blitzing across the galaxies.

Wanda goes the way of the girl friend in the first episode of the Boys with the A-Train splashing her.

I didn't get the Captain Marvel vs. Wanda fight. This Cap got taken out by falling masonry. Shouldn't she be stronger? Blond Cap flew through a battleship starship at speed.

But what if Superman ties one hand behind his back... with kryptonite rope? What then?

If the fight is between pre-Crisis Superman and anyone in the MCU, it's not even a challenge. Power levels there are much smaller. Maybe Eternity beats him?

Aren't Dormammu's feats pretty limited (beating rookie Strange over and over while stuck in a time loop)?

Wanda somehow figured out how to turn Captain Marvels powers off, thus the death by falling debris
