Perhaps not a full blown civil war but maybe this council decision will be the straw that breaks the camel's back, so to speak. They're trying what seems to be the longer route based on Jean and Scott's conversation as shown in the Gala one-shot...
...but maybe it's time for the "tough" route.
If this is indeed the case, then perhaps the timing of the upcoming hero-focused Immortal issues is connected. This may not be where Gillen is going at all but if there's somewhat of a mutiny taking place, issues focused on Nightcrawler, Pryde, Storm, and Peter would be all the more interesting.

Interesting that the Deviants can cross the Krakoan gates but guys like Spider-man, the FF or Hulk can't... I thought all super-humans had Deviant DNA, but this makes me doubt again if that's true...
There are other mutates who aren't tied to any cosmic or mystic entity, and they can't enter... Rhino, Sandman, Electro, Photon, the Lizard, Morbius, Quake, Bonita Juarez, Jack Frost, Equinox, Will-o-the-Wisp, Carrion, Angar the Screamer... etc. I mean, we don't have confirmation that they can't enter, but at least some mutate villains and heroes should have tried to cross the gates, and if they could, we would know by now...
We were told that mutants and mutates get their powers from Deviant DNA, and we have seen that Deviants can cross the gates due to their DNA being close enough to mutants', so... why can't mutates do it, if they share Deviant DNA too...?
Maybe mutates and mutants inherited different strains of Deviant DNA? Like mutants get Deviant DNA in their 23rd chromosome, while mutates get it in their 21st chromosome, and the gates are programmed to only open for people with Deviant DNA in their 23rd chromosome...?
Aside from the ineffable Jean Grey, did any other X-Man/Woman solo any of the Hex, yet?
