I think the only people thinking SF was even considering Mayfield were sports media talking heads looking for clicks or views and the Monday Morning GMs who have an over-inflated opinion of their understanding of how the business of football actually works. The Niners said repeatedly there were not looking outside the building for QB help but everyone assumed they knew better and that the Niners were bluffing. At best Mayfield would have been a back up, and with Jimmy G possibly being ready for the playoffs, Baker wouldn't have mad ethe post-season roster, so why waste the money and roster spot on him? Maybe if he cleared waivers and they could sign him to a NFL minimum deal, but not claiming him at his full salary.
