Who wins, The One or The Homelander?

Neo has better speed and strength feats at his peak and is wildly more skilled in combat. Homelander is pretty durable but I don't think he's going to have much of a chance here outside of heat vision.

And that's assuming Neo couldn't just block it.

Also, Neo's powers got pretty dramatically expanded by inference in Resurrections so he may as well be some level of actual reality warper in a practical rumbles setting.
