I do see Doug as kinda shady. He's critical of member's of the Quiet Council making unilateral decisions for the the country, but he does the same thing when it suits him. Letting Nature Girl and Moira go free has lead to some heinous stuff that he hasn't had to answer for (yet). I like this turn for him, except that the stories he's in seem to position him as being morally correct instead of a character with a particular point of view that makes choices.
I'd been down to see him more intentionally written as a Lawfully Neutral character.
