Funnily enough, this is a bit of a plot hole, 'cause when Julia was hospitalized, she went out of her way to try to make herself hard to identify:
(ASM#696).
A reason isn't given for this, but considering she sent Rachel away while being aware she was gonna end up in a coma, it's likely she did that for Rachel to not suffer through this:
(ASM#695).
So yeah, small plot hole for Rachel to be there.
Of course, it's a plot hole if you're following Slott/comic logic, they should have more ways to identify her than fingerprints lol.

Rachel is likely a teenager now, like Cassie. Her snarky attitude in those scans would fit with being a teen. Granted, she still looks pretty short there--but some kids are late bloomers (and some are just short, even after puberty).

Sliding time scale makes no fucking sense is how.
Dylan was born explicitly after Rachel, since Rachel was around before Secret Wars, while Dylan was born at some point after Anne, Eddie's wife, got the Venom symbiote, yet, Dylan is somehow older looking.
Although, last time Rachel showed up is way before Dylan's debut, she's been gone long enough that her returning and looking on her mid teens could work.
And it's better to not even try to think how Dylan can be on his teens when we're somehow still 14 years after F4's debut lol.
Even back when Marvel had better continuity the sliding time scale made no sense, since Kitty and Franklin aged at different rates, I even remember hearing that Kitty was 14 in 1983 and celebrated her birthday there, then celebrated her 15th birthday in 1989, six years of comics in one year lol.
MJ has a niece, Kristy, and at 13 years old she looked rather short too, so yeah, that works lol.
In Dylan Brock's case, he and Eddie spent at least a year, maybe more than that, in another universe where Eddie really did kill himself before the Venom symbiote could find him, so it'd bonded with Anne instead, so that could factor into it, especially given that Venom #200, the last issue of Donny Cates's run, implied that one more year might have passed since King in Black's conclusion. But yes, the sliding timescale is incredibly inconsistent. As for Julia, Rachel, and Julia's parents, be glad that s*** didn't turn out like Alpha Flight's last ongoing run by Greg Pak, where Heather Hudson, albeit while brainwashed by the (so-called) Master of the World, slaughtered her parents for refusing to give back her and Mac's daughter Claire after a court judged her and Mac as unfit parents whose superhero lifestyle would put Claire at too much risk.
