Ahhh so Project Blackbox has to do with the COTV. Didn't really expect that so I am definitely interested to see where this goes. I know it's only a couple of pages but Cassara's art is looking as good as usual.

Probably after Judgment Day. That all those heroes are going to be resurrected is hardly a spoiler I would say

Since this issue isn't solicited as a tie in I would say it takes place after JD.

In my head JD is already done and everything is pretty much back to normal, with a few minor changes (which will be revealed later in JD Omega but at which point I wouldn't care in the least)

You're right, this could be intentional to ruffle Scott's feathers with the potential killing of hundreds of thousands.
The way Xavier said he hopes Forge's joining of the team doesn't interfere with PB has me thinking this is a red herring.

Forge rocked the exposed cybernetic parts before it was fashionable to do so, and continued to rock the moustache when it was no longer fashionable to do so, all the way to the present day when it came back with a vengeance. It's about time he got his chance to shine as part of an X-Men team again!
