After seeing through a portal that the Oxygen Destroyer took out Godzilla, evil doers get their hands on some.
They drop on:
1. Aquaman's Atlantis (Arthur is home)
2. Namor's Atlatnis (Namor is home)
3. On R'lyeh (although they are evil, they don't like Cthulhu and he is home).
The weapon releases - who survives, the citizens, the major types (Arthur, Namor, Cthulhu)?

Are we including the possibility of Destoroyah spawning? And which version of the Oxygen Destroyer?
Because 1 and 2 are likely gone, since it's meant to destroy anything that breathes oxygen, Namor included.
R'lyeh definitely survives, because Cthulhu is heavily implied to not be an Earthy material. Remember, when the Steamboat runs him over, his head splits open into a weird semi-solid fog that reforms.

Good question:
1. The original Oxygen destroyer gadget from Gojira is dumped.
2. Ok, the Destroyah Monster can play also. However, I think it is easier to take care of when it is in classic monster form. Big Monsters are discrete threats and both universes fight them all the time. When Godzilla went critical he basically burned up Destoryah, so that kind of attack shouldn't be hard for Marvel or DC tech.
Cthulhu may be immune to an oxygen attack but we really don't have feats of major physical combat. He might just ignore the Destroyah and swim away.
