CBS wants to get in on the very financially lucrative superhero genre.

You're forgetting CBS had Wonder Woman tv series in the 1970's after ABC chose not to renew after first season. So CBS has a good reputation with female lead superheroes shows. I think it will do fine on that network.

I heard that WB didn't want to commit to what would most likely be another effects-heavy/CGI using show until they saw how Flash did. Those kind of effects, or at least GOOD ones, are expensive (especially show on a TV budget).

Seven ideas for a Supergirl TV show:

Allura of Krypton sends her young daughter to the planet Earth as an emissary of peace. Arriving in her invisible rocket plane, in WW II America, Kara saves the life of an airman named Johnny Cloud. She adopts the identity of Lt. Linda Danvers so she can be near the pilot--and fights crime as the Daring Supergirl.

After a green Kryptonite explosion alters her DNA, Dinah Linda Danvers turns into a green hulking monstress whenever she becomes angry. Pursued by police and an aggravating reporter, Jimmy Olsen, Linda wanders from town to town, job to job. Don't make her angry or she will become the Savage Supergirl.

Whenever wealthy socialite, Margot Linda Danvers and her youthful ward, Mary Pemberton, receive a call on the blue phone from the Midvale Police Department, it's time to go into action as the Caped Crimefighters, Supergirl and Merry, Girl of One Thousand Gimmicks.

After being bitten by a radioactive kitten, name Streaky, nerdy girl Petra Linda Danvers displays unusual cat-like abilities. Fashioning a costume for herself, the bespectacled gal becomes the Catty Supergirl.

Having recently been promoted to detective, after being a beat cop in Metropolis's Suicide Slum, Jennifer L. Danvers and her partner, Maggie Sawyer are assigned to investigate the death of two out-of-towners--Jonathan and Martha Kent--in Suicide Slum. Danvers interviews their young son, Clark, who witnessed the slaying of his parents. The police detective promises the boy that the criminals responsible will be brought to justice. But can Jennifer make good on her promise? One detective--one mission--one crime--one city--SUPERGIRL.

Marooned on Argo Island for five years, Olive Linda Danvers returns home to Midvaling City to take down the criminals and the low lifes that have poisoned her city, in fulfillment of a promise she made to her dead father, Fred Danvers. While she's been gone, her best friend, Lena Thorul, has become intimate with her old boyfriend, Larry Malverne. How did Olive survive five years on the island and what secrets did she uncover there? And can she trust anyone ever again? Follow the adventures of the new and the different Supergirl.

Raised on a farm, somewhere in Kansas, Clara Linda Danvers soon discovers that she is not like other girls. Her parents, Fred and Edna, disclose the secret they've been keeping for many years--that she is not of this Earth. And what of the strange meteor rocks that fell on the day that Clara arrived on Earth? Snoopy high school reporter, Jimmy Olsen wants to find out. Meanwhile Lena Luthor is suspicious of the new friend that just saved her life. See how a legend began in the story of a small town Supergirl.

If CBS is limited in how they can use Superman, you could always go with the Matrix/Linda Danvers Supergirl as opposed to the Kara Zor-El version.
