Moira should be off-limits as bringing her back allows for a universal reset - she's too dangerous and given what has happened with her I wouldn't want that floating around again.
Fenris have already been back and been a big problem for Krakoa during their period of involvement. Like Selene, they should keep them fridged.

Given how all the villains were pardoned for their crimes I guess only the Council and the Five can blacklist someone's resurrection for some personal reasons. So, Emma probably would not allow to resurrect her sister Adrienne Frost. I thought Elixir would be against resurrection of Wither and in addition Wither's power probably could affect the organic egg and fail resurrection, but we already saw him on Krakoa. Maybe if Mikhail dies, then Colossus or even entire Council would block his resurrection for personal reasons and because Mikhail is against Krakoa. Can't think about any other personal enemies of members of the Council or the Five.
