Maybe he didn't think Kylo's Forciness was high enough for his needs?

Also seemed like he may have been pitting Kylo and Rey against each other (despite what he said in the end) to get the strongest one for his ends.

It's possible he needed someone of his bloodline to make it work.

Funny thing in the old "Dark Empire" storyline, he attempts to possess Han and Leia's second son Anakin Solo after his last clone body dies (From being shot in the back by Han, of all things).
