Prioritizing the Superverse supporting cast and rogues gallery

Ok, so here's your assignment (should you choose to accept it):

For all new Superman projects going forward, DC / Warner Discovery wants a better picture of who should matter more within the Superverse franchise. And they've come to you.

But they have some parameters for you to work within.

You know those morality alignment charts? They want your answers kinda in that format, with some twists.

Superman/ Clark Kent / Kal-El is the center square, the one and only 0th-degree relation.

For a 3x3 matrix, in order to make the 9 squares total, you must add the four 1st-degree supporting cast and the four 4 1st-degree rogues gallery.

For example, my 3x3 matrix might look like

Krypto - Jimmy Olsen - Perry White
Lois Lane - Kal-El - Lex Luthor
Brainiac - Zod - Mongul

If you're feeling really ambitious, try a 2nd-degree supporting cast of Superverse allies and enemies:

Cat Grant - Martha - Jonathan - Lucy - Sam
Krypto - Jimmy - Perry - John Henry - Lana
Kara - Lois - Kal-El - Lex Luthor - Bizarro
Brainiac - Zod - Mongul - Mxy - Doomsday
Metallo - Parasite - Blaze - Mercy - Maxima

Even I'm not feeling up to a THIRD-degree (7x7) Superverse matrix right now, but we'll see ...

First row would be Luthor, Bizarro, Jimmy Olsen
Second row would be Mxyztplk, Kal-El, Lois
Third Row would be Steve Lombard, Perry, Lana
Hard to think of many Clark foes, though. Maybe Intergang or the 1000.
