There was a story* where Joker tried to take over Atlantis, and it looks way more like that. It was in Legends of the DCU, iirc.
*It wasn't great but was by Engelhart, and is a direct sequel to the Laughing Fist two-parter. He falls in the river and winds up in Atlantis. Bizarre.

Dan Watters' Azrael was incredible, a constant delight and perhaps too good for this world (but not the Forth). For the love of St. Dumas, DC, give us more!!!
A good reminder of the lengths of plot armor writers will give the Bat franchise. But to their credit, that's how appealing the Joker can be. No matter how implausible the situation, you can make an entertaining story where he's the villain as long as audience members are willing to suspend all disbelief for a moment. Even The Dark Knight is highly guilty of this.
