But this is Justice League. Cyborg is almost universally known to be part of the Titans, first and foremost (thanks in large part to not only Teen Titans, but even TTG). John Stewart is well known among more casual fans thanks to the 90s DCAU. And J'onn J'ones as a black human (as his civilian persona) would not be frowned on either.
No, Jonn Jones does not count as Black anymore than he does as his white or Asian. He only cosplays as human, and he’s whatever race is convenient, which was white for most of his publication period, then Asian at the tail end of the JLU.

Funny how much push back the DCAU roster got from the time it was introduced until a few years ago. Now it’s iconic. Goes to show people generally don’t see long term or how group feeling evolves over time. That said, I don’t think the roster would work in a direct adaptation since their story is told. You can’t do another Starcrossed, which affected the storytelling of both DCAU Justice League shows, when that’s already been done— The emotional impact is not the same for a number of reasons, including no surprise. There can be another traitor storyline, but it can’t be Hawkgirl or even WW, due to Amazons Attack, which was originally an idea from Wizard Magazine that ripped off Starcrossed. SO many JLU storylines hinge of Starcrossed. It’s a huge part of the character work of that show.

Besides this, which is all true (credit to other posters who mentioned this as well), the other problems with Cyborg are that: (1) his half plate face keeps him from being a paragon for that demo because it gets in the way of wish fulfillment; and (2) his computer guy role is already filled by a more classically important and central character who has to be relevant due to his popularity and sales performance: Batman.
