The animated line-up makes the most sense for a first movie.
I'd only swap Shayera with Kendra. I think it would be interested if in the new DCU we get a Thanagarian Katar and a human Kendra who is following on the footsteps of the original JSA Hawks. Initially they wouldn't know each other and their reunion would be a big deal.
It would also be nice to have Vixen there. Maybe Martian Manhunter could be operating in the shadows and Mari can be the seventh member. Or Batman refuses to join officially, setting up the Outsiders.
I will say this for the movie: I actually didn't mind Cyclone. The film cast a GORGEOUS lady to play her (like, WOW) but somehow they gave her those horrid stockings and I didn't mind/notice because they made her powers pretty. I mean, it was very Screen Saver 2 anytime she did something but what a great screen saver it was
MCU's team origins films showed that small teams allow for good character work. You don't get tricked into going to see your favorite character only for them to be a glorified cameo. That only happens in their big events.
Based on the size of the Avengers, Guardians, Defenders, etc. I'd go with this starting lineup:

Character over spectacle. Get the major character narratives in place, so that you know how to fit in everyone else in a way that is cohesive and makes logical sense, as opposed to post hoc rationalizations for random elements.
Once the foundational relationships are built for a 10 year plan, then you can expand. Don't put the cart before the horse.

It's kind of funny Cyborg has the least amount of votes when he was pushed for so long. He's lower than people who haven't even shown up in the DCEU yet. So much for him being the premier black superhero
Cyborg is honestly a C-list character at best...when you separate him from the (New) Teen Titans.
But he was on the lineup of the Justice League just before Flashpoint (but that was a team comprised of a lot of B and C-listers and legacies, including Dick as Batman). And somehow that convinced TPTB that he should be one of the Big Seven once the reboot came along. And that in turn led to him being part of the DCEU lineup.
Joss Whedon made a mess of the theatrical JL and may well have been an asshole on set, but I can't entirely blame him for cutting down on Cyborg's role when he was looking for fat to trim. Ray Fisher called it racism, but I think it was a pragmatic move to make when you have to edit a 3-4 hour long movie down into a 2ish hour long movie, and the other characters include the likes of Batman, Superman and Wonder Woman.
If this was a live action film series of the Titans + New Titans, I'd be all in on Cyborg being there. Live action HBO Max series aside.
But this is Justice League. Cyborg is almost universally known to be part of the Titans, first and foremost (thanks in large part to not only Teen Titans, but even TTG). John Stewart is well known among more casual fans thanks to the 90s DCAU. And J'onn J'ones as a black human (as his civilian persona) would not be frowned on either.
