Why would 616 Gwen (well, this version will be 616 up to the point the timeline diverges by having Peter die instead of Gwen) pick the exact same costume design as her Earth-65 counterpart (as shown on that cover)? They don't have a lot in common.

Blame editorial, C. B. Cebulski and his squad seems like the kinda guys to mix both them up tbh. I highly doubt he even read her original run.

It is the 50th anniversary of 616 Gwen's death this year, but beyond that, I do see your point, with one caveat: they ran it into the ground a long time ago when they wouldn't let Peter move on with anyone else, particularly not with a certain redhead that editorial seems to despise with a passion.

Gwen has technically been Gwenom ever since she obtained the symbiote. She just usually has control of it, so the Gwenom design no longer appears much because she has it take the form of her previous costume. This one's a different design, but note the 2017 signature on this art. I think it's probably an alternate design they came up with for Gwenom at the time. The art just wasn't used until now.
