I think Zara and Eviless are the best. Circe looks too much like a Sailor Moon villain. I would love to see Minister Blizzard be some Winter deity's disciple or earthly avatar, who's as powerful as Iceman, putting him ahead of Mr. Freeze and Captain Cold. And I hate Dr. Cyber's interruption. I would rather see her be a armored villain, employing vastly powerful tech, than a robot, or disembodied AI program.
Bring back the Duke of Deception. He was great in the Legend of Wonder Woman mini-series.

EDIT: Is that Priscilla? There's a strange outline around her face that makes it look like she's wearing a costume. Maybe this is an alternate universe version of Villainy Inc.? Since Byrna is also in their Golden Age duds.

WHY MUST THEY TREAT HER ROGUES LIKE JOKES!?! They would never do this if it was Joker, Mr. Freeze, Catwoman, Posion Ivy and Scarecrow. Somehow they would have a trap set up for Batman and any of his allies who might have shown up. Sure, they would get defeated, but somehow, only the Joker would get away.
This is why I always have a problem with the Flash as a concept. He's simply too fast for anyone to be a threat to him. Look how he and Green Lantern beat a powerful villain like Master Disaster over in Hal's title. Over in done within a few panels.

Because they also treat WW like a joke most of the time. In the sense they use her as a glorified jobber. So we can't expect her villains to be treated better.
