It's probably present day Wally talking with his family on the phone. Doesn't really make sense to bring another character to the book right now.
Doesn't look like him cause he is in the distance and Scott didn't drew all his details.

She was actually talking in the podcast that i posted a page back that she always sigh when it has too many characters in one page cause it's too much work.

The last titans tower had room for everyone but only wally live their full time. Dick Wally and Victor have outside lives so they Proably don’t. Donna Kory Gar and Raven Proably do.

This is surprising but welcome news, glad to see Gar getting some focus. I'm happy with any Titans content at this stage because I'm not sure how long we'll have to wait until we see a proper Titans project in James Gunn's DCU...

I know Speedy and Aqualad have sporadically worked alongside Wolfman/Perez's NTT, but I can't quite tell if this moment is actually from established continuity or if it just "might" have happened at some stage. Even ignoring Robin's long pants and Raven's (out of character for the time) sarcasm LOL
