Yes, the tensions between Marv and editorial at that time are quite well documented, and I agree with your assessment of Wolfman's work previous to the Titans Hunt. His muse seemed to be extinct. As a fan, though I hardly had much knowledge of him then, before or after COIE, Golden Eagle's "death" (and "Garth's") didn't really sit well with me. Plus, I don't know if it was really his, but kudos on Tom Grumett's redesign of the character.

I think the redesigned costume was by George Perez. He didn't do the art for the story (I think), but that was the year most of DC's annuals had new Who's Who entries (for old and new characters), and he did the art for at least most of the Who's Who entries in Secret Origins Annual #3, including Golden Eagle's, as well as Bumblebee, Flamebird, and Herald.

The final episode soon. Thank God its over. I thought there was much potential. I liked most of the cast but the writing was horrible. I mean come on just watch season 3 and try not to cringe the whole time.

When Scarecrow is more Deathstroke( from manipulation standpoint) than Deathstroke, you know something's gone horribly wrong.

The series didn't know what to do with Batman either. Season 1- Dick is a bitter and broken shell of man because of Bruce's influence. Season 2- Bruce isn't that bad, Dick's flaws are his own and he's been scapegoating Bruce.Season 3- Bruce is worse than we thought and is responsible for dysfunction in Gotham and the lives of Dick, Barbara and Jason. Not sure how they portray him in season 4, haven't watched.
