I think they likely wanted all earth women in that lineup. I liked Arisia, but I get why nobody wants to address their previous relationship. It's just weird to me they keep her around in the background in that same outfit. At least give her something closer to a GLC uniform.
To be honest and I haven't read the older stuff in a while but after Carol these other relationships are pretty threadbare, storyline props for a story arc, like Kari and Olivia. Cowgirl wasn't that deep either none of those relationships had any heft to them besides going towards the playboy Hal narrative even the fling with Power Girl, to be honest the only ones that felt like real relationships are Carol and Arisia. Arisia might be Hal's Lana Lang/Gwen Stacy, the most serious one that was not "the" one. It sucks because the problematic nature that has been accounted for with the what's an adult for our planet isn't the same as yours but haters still bring it up, it is especially problematic because one of the best GL scribes of all time had an issue adjacent to it so it is avoided when possible.
Arisia would be redundant because they put Carol in the Green where she would normally be.
Speaking about love interests I recently read silver age GL 30 and one story was called "once a GL always a GL". It introduces Katma Tui and she basically wants to quit being a GL and start a family. Hal, with some trickery, convinces her to keep being GL and makes a point about how anyone can start a family and be a mother, but only few people can be GLs. It ends with Hal wondering if it is true for him and Carol as well, but then basically says that him being a man should make things ok.
On one hand you could read it as an example of sexism, but I'd read it as Hal lying to himself.

Too bad about Arisia's history.
I have no idea who Joan is.
What is bad about Arisia? I just remember seeing her in the big GLs shoot their ring beams group shots. Her, Katma, the Wog, and Salaak all caught my eye
