Probably stunt cast, especially since we're likely to get Batgirl flashbacks at some point.

She has also said the line up will be reshuffled after the first arc.

The phrases “personal mission” and “extraction of their asset at any cost”, coupled with Babs not being on the team makes me think Babs is the asset. Too obvious? Maybe. Probably. But, y’know? It’s a guess.

The world kinda revolves around her. She kinda had to be. Now Babs is head of the batfamily and can facilitate Harley working with them next season.

It makes me think the maybe one of reason was lockdown in Tom Taylor's book. If she does reappear after the first arc maybe that wasn't the case or Kelly was able to work something out.

She is Oracle she is not locked down anywhere, she can be in every book of the writers want her to be.
Last year we saw her do comms
Batgirls
Batman
Titans
Nightwing
Superman
and Black canary. There is no limit or restrictions and she get to make more Appearances than most characters in DC.
So this Tom has her on lockdown theory has no base.
