Looks like another case of the artist being more interested in showcasing characters other than Carol in her own book. Also they seem to be already struggling to depict the new hairstyle. The more I look at the new suit, the more it looks like something that would work better for Ultra Girl if she decided to go full Marvel again. Tsu had a penchant for the sleeveless jumpsuit look.

Tsu hasn't even appeared since Kamala debuted - it's been over a decade. Here's a good hook for bringing her back - split the difference like with Psylocke. They wanted to restore Betsy to being white for political correctness and still keep the sexy Asian ninja, so they brought back Kwannon and gave Betsy back her original body, and the Captain Britain mantle. In this case, Tsu-zana would inherit the Cockrum Ms. Marvel costume that Carol wore in the early 80s, late 90s and 2000s, but would keep the Ultra Girl name, as obviously Ms. Marvel is already taken. So you'd have someone who looks like the classic Carol around alongside the modern version. And UG is half-Kree, and it's a real missed opportunity not to explore that now that Carol has discovered she's the same, something she wasn't aware of when Tsu was originally around. Would be a good plot for a mini I reckon.

New villain just reminds me of Deathbird.

I'd rather see Deathbird, but whatever. I do like seeing Carol back on Earth, and there looks to be a lot of action, so that's good. Not sold on the new look -- especially the bolero style jacket.

Makes sense. If it's been a year since Empyre it's also nearly a year since Outlawed (published at the same time, takes place immediately after based on Fantastic Four and Power Pack) - which matches the fact Kamala was working for Oscorp for about nine months, and a further ten weeks have passed since her death and resurrection (which makes a total of 11 months). So at least Captain Marvel and Ms. Marvel have their timelines aligned.
