I am thinking Donna perhaps does have an inhanced Will Power, which is why she was given a Lasso that requires it (or else the holder will get sucked into it and beaten).
I read an article the other day (don't know if it was CBR or SR) but it said that ONLY Donna's willpower was strong enough to defeat their foe--even higher than a GL's will. "It will re-write Donna's place in DC".

I always thought Donna seemed to have a high willpower, and I guess that story proves it?
