Tim picking up for Dick would have been a far stretch better than what we ended up with. It would have been nice to see the relationship between Tim and Dick. As for Tim, it could have possibly lead to better development of him than what we got in Young Justice and potentially the Nightwing persona used as a stepping stone to give Tim something of his own beyond being one of the Robins. That issue did reveal that Bernard has figured out Tim's secret identity - recognised him even in the domino mask - though Tim doesn't know he knows.

The latest issue tried to develop Bernard but it just made him come across as a huge Gary Stu, relies on the meta history of them being super close friends when they weren't, does a lot of info dump on stuff that was never shown before and a lot of show and don't tell and weak examples to prove said traits, and the issue makes Tim look incompetent as a hero.
Bernard is not cutting it as a character and I wonder if DC knows paying readers don't seem to like him that much.
