The OP can clarify what they meant in reference to this thread, and while The Flash and GL slots get swapped out sometimes due to writer preference, but the Big 7 has traditionally referred to the founding members, not just who's currently in the lineup.

How are Barry and Hal not part of the Big 7?

A Flash and A Green Lantern are part of the Big Seven. Maybe Wally and Kyle are on the team this week. Hal and Barry can be JLA members next week.
