I think what White Rabbit really needs is "why". "Why is she a villain?" "What is she trying to do?" In terms of character design it's good, but needs more... reasons.

    Yeah.
I really wouldn't mind a World's Finest-Styled Batman book that has all these (C-D List) villains.
Something akin to Batman '66 or the Brave & the Bold (cartoon) but a bit more aesthetically (and narratively) modern.

Totally fair. We don’t have much to gin with the main story we have of her. Might be basic, but maybe something spinning out of how her powers developed?

My favorite villain that was created in the 70's is The Spook.
    DETECTIVE COMICS #434, 435, 488, and 526.
    BATMAN #252, 276, and 304.

    I think she's lower.

You could do something with her, but do we really need another mainstay "Alice" character? It's hard to justify them as we already have the Mad Hatter as a relatively major name villain. Tweedles Dee and Dum have a similar problem.

She'd also need some depth and a personality overhaul, as she's currently just another of Dini's (creepy) quirky lost little girl tropes.
"Has Sariel summoned you here, Azrael? Have you come to witness the miracle of your brethren arriving on Earth?"

"I WILL MIX THE ASHES OF YOUR BONES WITH SALT AND USE THEM TO ENSURE THE EARTH THE TEMPLARS TILLED NEVER BEARS FRUIT AGAIN!"

"*sigh* I hoped it was for the miracle."

Dan Watters' Azrael was incredible, a constant delight and perhaps too good for this world (but not the Forth). For the love of St. Dumas, DC, give us more!!!

I always liked Spellbinder II and thought she had potential. I think after he first two-parter she was just a background character a few times before disappearing.

Hellhound. He has a great design. I also nominate Ten Eyed Man. s-l500.jpg

Joker is best in limited appearances. When it's Joker all of the time, I lose interest.

Any Bat-villain can be great given a good story. Some, though, are more limited to be just physical opponents -- guys like Black Spider and Catman. While others like the Spook and Calculator are more big picture guys -- not the muscle. They all have a place.

    Ha! Yes!

DC Comics at that time was leaning heavily into horror on many covers. That, no doubt, appealed to pre-teen me. The Spook was just a glorified escape artist, but used well. Hate how Morrison portrayed him in his run. I expected better of Morrison.

I wish this guy was more then just a constantly resurrected Japanese person. I know we already have Black Hand, but I feel that a villain themed all around death can do more.

Also, I want to give a media outside of comic books character a bit of a spotlight

Ooooo, yes! I have so many requests.

I don’t think of Catman as C-list anymore, but I’d love to see more of Thomas Blake in Gotham or show up in the Batman Inc title.

Other characters I’d like to showcase in the Bat world:
    Scorpiana
    Penumbra
    Peacock
    Lady Tiger Fists
    Velvet Tiger
    Siren (Batman 66)
    Black Spider
    Cavalier
    Captain Stingeree
    Polka-Dot Man
    Crazy Quilt
    Doodlebug
    Kabuki Twins
    Mannequin
    Calendar Girl
Mad Hatter and the Wonderland Gang
    Maxie Zeus
    King Tut
    Nocturna
    Nightmaster
Tiger Moth, Dragonfly and Silken Spider
    Hellhound
    Zebra Man
    Morella and S.P.I.D.E.R.
