Not sure you can count that since she is really just support and doesn't really have her own plots of character development.
Anyway as long as DC doesn't start again to publish as many solo books for the Batfamily members as they did a few years ago, or does some kind of Batfamily team book, I don't think Duke has really a chance to regularly appear somewhere.
Even if they do another Outsiders book, I doubt that book will last much longer than the last one.
Essentially everything apart from Nightwing and Catwoman has been cancelled.
Starting in September there is going a Batman and Robin Book with Bruce and Damian, and new Birds of Prey Book, with Cass on the team. For everybody else it is mini series, one shots, anthology stories and cameos.
Exactly. Barbara wouldn't be considered in the limbo, since she regularly appears in Nightwing (and maybe Titans) as a supporting character. Also, her role as Oracle allows her more possibilities to appear in other books.
Instead, Duke's future appearances are pretty uncertain. Honestly, his current position is likely the worst between the Batfamily members.

I've been saying for a while that DC will/should pivot to a The Outsiders limited series (sans Batman &) for a while but for this to be the pivot instead of building on the previous runs, which both appeared to only be laying the foundation for a standalone run, is so disappointing to me; and thats putting asides that they didn't really need to change the roster to tell this story, at all. I actually like the creative team, they're the same pair that did the Duke led Tales of the Dark Multiverse: METAL story, but this direction is not what I was looking for in an Outsiders standalone series. a scifi archeology book exploring DC continuity forcusing on Luke Fox & Kate Kane, that also appears to be a stealth Planetary relaunch/rebrand, just isn't what I'm looking for in an Outsiders book. it really could've been Challengers of the Unknown and not only would no one have bat an eye but it would've been more fitting. or hell, just reboot Planetary outright. this is extremely disappointing as a Duke fan who was excited to be him starting to find his place in the grand scheme of the DC landscape with The Outsiders. needless to say, I'm skipping this series.

Duke would be a good fit for the new Outsiders run because of the Gnomon reveal. I'm hoping he joins the team down the road.
Meanwhile Marvel can put out an event called Gang War, and have miniseries like

Unlike with DCComics. You’d think if they were going to change the landscape of Gotham with this Catwoman/Batman event, we’d have miniseries for Duke, Huntress, Bluebird, Azrael, etc.
