So I read the end of #49 and 50 and it doesn't seem to explain at all where he came from. And from what I can tell there's no mention of him in #51 or 52. What's the story behind this? It seems like such a random plot element to add and then have disappear after a single issue.

It was a hook set up during Convergence (and possibly the Green Lantern mini from Convergence- I don't remember specifically). It was pretty much tossed aside during the Rebirth restructuring.

I think they're just celebrating that Green Arrow became an unlimited series. Alltho, as usual, it doesn't fit the story at all since everyone rn is going thru some shit. i mean, Wondy is at war with a whole country, Superman is having to deal with Lex Luthor, Batman is at his usual crazy shit, Hal Jordan is at his age crisis again... Everyone is now so ocupied with 1000 things going on that poor Ollie got let down a little.
