I can see two outcomes here. Both are not good for Jason. In the first, he stays true to Bruce, and tries his best to hold up to his ideals, despite how heavy the mantle is. However, not being Bruce, and always trying to curb his own more extreme tendencies, Jason ends up being seen as weak by his enemies and even by a new pretender to the role. Jean Paul Varley, who ends up killing Tim and Jason, and taking over the mantle of the Bat, transforming Gotham into a real police state.
The second, and, frankly, the most obvious, scenario is Jason tries to do things his own way, and goes off the deep end, becomming more and more violent, forcing Dick to come back and take the mantle from him.
Had COIE never taken place, I always thought this is what Earth 2 would turn out to be:
Justice Society of America – A rejuvenated team, mixing the experience of older members, who have managed to hold on to their youth and vitality and new talent.
• Dr Fate - Kent Nelson. Eternally young. Elder statesman.
• Green Lantern – Alan Scott. Rejuvenated by power ring.
• Wonder Woman – Diana Prince. Rejuvenated and re-granted immortality by the gods, after husband’s death.
• Plastic Man – Eel O’Brian. Ages much slower due to powers.
• Robotman – temporarily re-activated through cyber-link when human body is taken abed after accident. Replaced by:
• Sandman II – Sanderson Hawkins takes over after the death of the original. Geo-morph powers. The new leader.
• Vartox – Earth 2’s version of the hero. Black man. Team’s powerhouse.
• Jessie Quick – daughter of Johnny Quick.
• Huntress – Helena Wayne. Liaison with Infinity Inc.
• Star-Spangled Kid II – Courtney takes over, with the approval of the original.
• Jin Ni Thunderbolt – Successor of Johnny Thunder and inheritor of the real Thunderbolt genie.
Reservists –
• The Flash – Still active, due to link with the speed force.
• Stripes – Pat Dugan is still young due to time travel mechanics. He uses robot armor to watch over stepdaughter Courtney.
• Power-Girl – No time to be active member due to responsibilities inherited from Superman when he retired permanently.
Infinity Inc. - The west-coast based team of adventurers. A new Generation set on doing things its own way.
• Skyman – Sylvester Pemberton. The leader, flight and gravity manipulating powers due to the cosmic converter belt built into his suit.
• Silver Scarab – Hector Hall. Solar powered armor made of Nth metal.
• Nuklon – Albert Rothstein. Strength and density control.
• Jade – Jennie-Lynn Hayden. Power pulse.
• Fury – Lyta Trevor. Amazonian abilities.
• Obsidian – Todd Rice. Shadow control.
• Brainwave II – Henry King Jr. Vast array of mental powers.
• La Garro – Yolanda Montez. Feline attributes.
• Dr. Midnite II – Beth Chapel. Skilled blind surgeon.
• Hourman II – Rick Tyler. One hour of power.

• T.N.T II – Canada. Charlie Bullock. Given explosive rings by Wildcat. Explosive punches.
• Spear Maiden. – Germany. Teenage girl possessed by the spirit of Gundra, the Valkyrie.
• Red Fire. – Russia. Male descendant of the wartime hero.
• Mr. Alpha. – Australia. Descendant of the super-villain of the same name. Superman level powers.

I think all of that could still happen without turning it into the same horror-show it became in other realities... I personally find the idea of one reality with a Gotham City that's less corrupt and crime-ridden, more interesting than "it's always one of the darkest places on any earth, because Batman"...
this could even become a plot point in some later multiversal crossover - some despot from another reality believes a "bright" Gotham disrupts the "natural order" of things, and targets this reality specifically to either corrupt or erase it...
A world that spins out of Final Night. Hal manages to restart to the sun but in this world it is not nearly as strong as it was before. The world slowly ices over creating an Earth of domed cities and harsh frozen wastes
playing on the generational theme, what if (oops, wrong forum lol) Ivy was a third child Rose had at some point and left up for adoption... not necessarily with Alan as the father... if you wanna go dark with it, say Rose gives Ivy up because she's the result of a rape by one of the Arkham Guards... Rose is aware of the familial connection but Ivy isn't... and so on like that
If Ivy is closer to Bruce and the twins age yeah I could see that. Maybe to Rose it was rape but to Thorn it was consensual? that would be twisted
Dark Joke - Rose has so many kids (Jade, Todd, Ivy,) inside Arkham that get taken away that both guards and inmates in Arkham have nicknamed her Mother Arkham.
