I don't think either has a speed advantage so Black Bolt goes;
"EYO WHAT'S UP!?"
And Loki is reduced to a stain on the floor.

In a straight up fight, I can't see Loki overcoming Blackbolt, but if taken out of the arena and set as a scenario, then I can easily se Loki getting the better of Blackbolt through tirckery and magic.
