Pretty much this. "Norman" is calculated, coldblooded, callous evil that uses his intelligence to come up with elaborate methods of making people, even if they're close to him, suffer and/or die for little more than sick kicks. The "Goblin" is unrestrained, wanton violence and destruction that can be aimed by "Norman" at whoever "Norman" wants dead and/or in pain, though left to his own devices, "Goblin" would just kill everything and everyone in sight, especially if Spider-Man was among them or --- as Go Down Swinging had him finally realize --- he could use it to torture Spider-Man further by playing on the web-slinger's sense of compassion and altruism, knowing he'd blame himself for not being able to save innocent bystanders.
The spider is always on the hunt.
